How to measure science-business cooperation in terms of knowledge use efficiency?

The Lithuanian Innovation Centre is looking for a solution to collect and organise data, to systematically assess the impact of science-business cooperation and the effectiveness of the use of scientific knowledge from different aspects.

Context

  • One of the main objectives of innovation policy measures is to strengthen cooperation between science and business, thereby fostering the transition to a higher value-added economy.
  • In order to find new ways to strengthen this cooperation, it is crucial to be able to assess the impact of science-business cooperation and to understand how scientific knowledge is being used in different sectors, and how effective this use is. At present, it is not clear how and which knowledge generated by different research institutions is used, which sectors are most receptive to this knowledge, and where the greatest added value is generated.
  • The primary source of data for assessing the use of scientific knowledge in different sectors is still the official statistics portal, but this provides mainly basic indicators, while more specific data are not available. In addition, the database is subject to delays in data submission, which limits the possibilities for analysis.

Solution

  • An innovative, user-friendly solution-tool is needed to collect and organise data, to systematically assess the impact of science-business cooperation and the effectiveness of the use of scientific knowledge in different aspects.
  • The solution should be based on artificial intelligence and should make it possible to assess the impact of the scientific knowledge generated on different sectors: who are the users of scientific knowledge, how and to whom is the scientific knowledge generated relevant, how and by which sectors is it used and to whom is the greatest added value generated.

Prizes for participants

Prizes will be awarded to the first, second and third place winners. The prize fund amounts to €19 800

1st prize – 50% of the prize fund ( 9 900 euros)
2nd prize – 30% of the prize fund ( 5 940 euros)
3rd prize – 20% of the prize fund ( 3 960 euros)
