
GovTech Innovation Academy – a learning and collaboration program for public sector employees in Lithuania. The academy aims to enhance knowledge and competencies in creating, developing, and acquiring innovations.
The 2025 academy will include two cycles: March 12–18 and March 13–19. Each cycle will accommodate up to 25 participants, with a maximum of one participant per organization.
Organization:
- The academy consists of 4 full days in a 2×2 format (two consecutive days with a break).
- Sessions are held in person in Vilnius (the exact location will be announced later).
- The lectures are conducted in Lithuanian.
- Participation is free of charge.
Program Overview:
The academy delves into topics such as the concept of innovation, change management, leadership, design thinking principles, the process of creating digital innovations, and their application in the public sector.
The program consists of four modules (themes), case presentations and analyses, and the shared experience and knowledge brought by participants and the GovTech Lab. The learning and collaboration process includes practical workshops, theoretical sessions, and project-based work.
Participants are expected to gain a systematic understanding of innovation creation and implementation processes in the public sector, acquire knowledge, and develop skills to apply in their organizations. They will also build networks with representatives of other organizations, share their experiences, and learn from others.

Day 1: Opportunities in Innovation: Why does the public sector need innovation? (Gediminas Buivydas)
Day 2: Exploring Innovations: How to apply design thinking in the public sector? Principles, challenges, and applications of design thinking in the public sector. (Ina Bagočiūtė)
Day 3: Acquiring Innovations: How to procure, develop, and test innovations in various ways in the public sector? (GovTech Lab Team)
Day 4: Innovation Strategy: What matters more—environment or people? Leadership, project, and change management. (Inga Minelgaitė)
Our lecturers:
- Gediminas Buivydas – A digitalization and design thinking practitioner, Head of the Digital Transformation module at ISM Digital LAB and Executive School, and a consultant on digitalization and AI strategies.
- Ina Bagočiūtė – An expert in digital transformation and innovation strategy, a practitioner of systemic, design, and future thinking, and Head of the Futures and Emerging Technologies Division at the UK Ministry of Justice.
- Inga Minelgaitė – An expert in leadership strategy, a practitioner of project and change management, a professor at the University of Iceland, and Lithuania’s Honorary Consul in Iceland.
- GovTech Lab Team – Experts from the GovTech Lab department of the Innovation Agency, promoting the development and application of innovative solutions in the public sector.
Participant Selection:
Participants must fill out a registration form by February 7. Selected participants will be notified by February 26.
Selection Criteria:
- Change-Making Potential: Can the participant create, procure, or implement innovations based on their past and current experience?
- Vision: Does the participant’s vision indicate an understanding of their work environment and areas where innovation can be applied?
- Motivation: Has the participant explained why attending the academy is important to them? Are they open to exploring new ideas and practices?
