GovTech Sandbox is a space for experimentation and knowledge exchange that enables public sector institutions to test and scale emerging technologies and understand what changes are needed to fully empower those technologies for improving public sector processes, services and products.
During the programme, innovation projects are initiated in public sector institutions, addressing concrete problems and desired changes to existing situation. The programme focuses on creating GovTech pilot solutions based on emerging technologies and evaluating how the developed GovTech pilot contributes to problem solving.
In cases of positive results:
- Regulatory, process, and behavioural changes necessary for the successful use of the developed GovTech solution are analysed and initiated;
- The expansion of the developed GovTech solution to other public sector institutions is assessed.
GovTech Sandbox is being developed in stages:
The first pilot of GovTech Sandbox programme was implemented in 2024. 13 public sector institutions tested AI supported products and 6 concepts were developed to evaluate the future possibilities of utilising AI in public sector. Strategic foresight approach was used for co-creation of the concepts, starting with identification of main change drivers and critical uncertainties and moving to future building. In 2025 – 2027, GovTech Lab leads the implementation of the “GovTech AI Sandbox” pilot within the international GovTech4All project. A co-developed methodological framework for GovTech AI Sandbox will be tested and validated in Estonia, Greece, Malta, Lithuania and Sweden. This methodology will serve as the basis for testing AI solutions aimed at improving public services and reducing administrative burden and modelling necessary legal and organisational changes. The goal is to create a reusable innovation-promoting toolset that accelerates the adoption of AI technologies in the public sector and ensures their successful use and scaling beyond one institution.
Municipalities from Lithuania are invited to participate in the GovTech4All 2.0 project and implement the GovTech AI Sandbox programme. More information about the open call can be found here (in Lithuanian only).
