Child Development Perspectives programme
The Tauragė district municipal administration is looking for a solution to involve parents in shaping their child’s educational prospects from birth.
Context
- In Tauragė district municipality, children are admitted to pre-school and pre-primary education groups and first grades of primary education in a centralised manner, using the Centralised Child Admission Programme (CVPP).
- The programme is local and therefore very time-consuming in terms of data entry, correcting or adding information. Parents of children only apply for admission to pre-school groups after the birth of their child, so that by the time the child is admitted to a pre-school group, they may have to submit several additional applications in order to update the information they have changed.
- The information provided to parents in the CVPP is minimal and more information is available from the administrative staff. This model is inefficient, time-consuming and does not allow parents to consciously shape their child’s educational perspective.
Solution
- A Child Development Perspective (CDP) programme is needed, linked to the Population Register and the Pupil Register. When a child is registered in the Population Register, the CDP system should automatically create a child profile. Parents would be able to access their child’s profile in the CDP system via e-banking.
- Such a tool would allow parents to be involved in shaping their child’s educational prospects from birth. Parents would not have to write any additional applications and the administrative burden would be reduced not only for parents but also for the administration. The CDP would automatically generate the groups, allowing for the prediction of the need for age-appropriate groups/classes, special assistance and transport.

Prizes will be awarded to the first, second and third place winners:
- 1st prize – 10 000 EUR
- 2nd prize – 5 000 EUR
- 3rd prize – 3 800 EUR
