Improving the process of preparing comparative versions of draft legislation
Klaipėda District Municipality is looking for a solution that, when making changes to the current version of a legal act, will automatically transfer the necessary changes and create both a draft amendment and a comparative version of the legal act being amended.
Contex
- Klaipėda District Municipality is guided by the Law on Legislative Framework and the Guidelines for Drafting Legal Acts when drafting legal acts. In accordance with the section of the Guidelines entitled “Comparative version of the draft amendment to the legal act”, when drafting an amendment to a legal act, a comparative version of the draft amendment to that legal act shall be prepared at the same time.
- The Recommendations set out the requirements to be fulfilled in the preparation of a comparative version of a draft legislative amendment. Both the drafting of the new amendment and the accompanying comparative version of the amendment shall be carried out manually using the completion facilities provided by Microsoft Word.
Solution
- A tool should be developed which, when making amendments to an existing piece of legislation, would automatically transfer the necessary changes and produce both a draft amendment and a comparative version of the legislation to be amended, in line with the requirements set out in the Recommendations.

- 1st prize – 6 600 EUR
- 2nd prize – 6 600 EUR
- 3rd prize – 6 600 EUR
