“Waste Holder’s Key” or how to make sure that only residents who pay the waste management levy receive the services of a bulky waste collection site?

The Vilnius County Waste Management Centre (VATTC) is looking for a solution to identify waste holders/fee payers, to control the volumes of waste they deliver, to provide them with information on the use of services and the possibilities to use them.

Contex

  • In order to ensure the provision of good quality and affordable municipal waste management services to all inhabitants of a municipality’s territory, municipalities are obliged to set up bulky waste collection sites that provide a public service for the collection of bulky waste. In the Vilnius region, the service is provided by VAATC.
  • At present, the provision of bulky waste collection and subsequent treatment services does not ensure the implementation of the “polluter pays” principle. There are no convenient solutions in the country to identify toll payers without bureaucratic formalities. The current identification of persons on the basis of personal documents does not allow the identification of their place of residence nor of their affiliation to the toll payers to whom the service can be provided. This creates the potential for abuse of the service.
  • The scope of the service is also often linked to the resident, which complicates the provision of the service to several persons living in the same household by requiring the identification of each of them.

Solution

  • A digital solution is needed to identify waste holders/fee payers, to control the quantities of waste they deliver, and to provide them with information on the use of services and the options available to them. This would ensure that the services are provided to the people who fund the system, improve the quality and attractiveness of the services provided and reduce service times.

Prizes will be awarded to the first, second and third place winners:

  • 1st prize – 9 900 EUR
  • 2nd prize – 5 940 EUR
  • 3rd prize: 3 960 EUR
