Analytics and research-based information portal

The Lithuanian National Martynas Mažvydas Library (partner STRATA) is looking for a solution that would meet the needs of information users, enable fast and convenient dissemination of information, and enable personalisation of information ordering and provision.

Context

  • The National Library is a statutory provider of parliamentary library services and a product developer. Its bibliographic, reference, meta-information and analytical research works are commissioned by parliamentarians and civil servants, or grow out of the monitoring of public discourse.
  • At present, the National Library does not have the software to systematically disseminate works to clients, to place orders for execution, to monitor the execution and retrieval of a commissioned work, to access the entire archive of analytical works, and to format a printout of specific information from the database relevant to the client.
  • The project partner, the Government Centre for Strategic Analysis (STRATA), is an expert institution that provides the Government and the Ministries with independent, research-based information for evidence-based public policy decision-making. STRATA manages a collection-archive of more than 700 evaluations and studies, which is continuously updated with evaluations commissioned by ministries and their subordinate bodies, as well as evaluations carried out by other institutions. These resources are available on the STRATA website, but are not designed for flexible user search, there is no sophisticated classification system for evaluations and other evidence, and there is no clearly regulated procedure for the submission of evaluations and evidence – a mechanism to ensure automatic updating of the library.

Solution

  • Software is needed to meet the needs of information recipients, to enable rapid, user-friendly dissemination of information, and to enable personalisation of the ordering and delivery of information.
  • The solution should also meet the nature of the work of the National Library’s bibliographic, reference and analytical works and their creators, and the need for the classification, development and dissemination of the library of public policy evaluations developed by STRATA.
  • In the long term, the software should create the preconditions for the development of artificial intelligence-based information management products.
  • The functionality developed should meet the statutory needs of the National Library, as well as be used to enhance the STRATA evidence-based management tool – the library of evaluations and other evidence.

Prizes for participants

Prizes will be awarded to the first, second and third place winners:

  • 1st prize – 16 000 EUR
  • 2nd prize: 2 500 EUR
  • 3rd prize – 1 500 EUR
